Would this be allowed or considered unauthorised development?

I'm curious about a situation happening locally. A site that had planning permission in the tiger years sold recently. Not much on the site apart from what looks like a tiny shed. I suppose someone could have lived in it 100 years ago although there's no power water or sewerage.

Anyway the new owner has removed 2 boundaries, stripped the site, demolished the building and is currently constructing it in blocks. No planning permission etc.

Any thoughts?

I'm not looking to go down that road. I was just wondering if it is allowed to knock a building and build without permission.

I'd imagine a lot of sheds get converted without permission into granny flats and then houses.

Yes but I'm wondering is this a shed or habitable space. It will be interesting to see if a sewerage system goes in.

Nope, that can’t happen. A granny flat by it’s title must be connected to an existing dwelling.

You can't remove a boundary. There are notional, intangible lines. Somebody removing their walls or tress beside a boundary doesn't impact the boundary.

There are a new of structures you can built without needing permission. They are specifically exempt under the law from needing permission. Can't really say if he is allowed to build without know what he is building.

It looks like a small house about the size of a cottage.

The front and a side boundary of mature trees have been removed.
