Why are benzos schedule 4 drugs?

Having experience with various psych medicines as well as reading up on them, I was curious as to why benzodiazepines are less controlled than ADHD stimulants.

These drugs are considered to be one of the most physically addictive. Abruptly stopping them can cause seizures and in the worst cases death. Now a lot of these cases are seen in people who recreationally abuse them but even when taken as prescribed, they're shown to cause memory problems in the long term and possibly dementia.

Stimulants drugs on the other hand have milder withdrawals and side effects. The FDA in the States has approved Adderall, Ritalin and Desoxyn for long term use.

I do realize that the scheduling of drugs (at least in America) has historically to do with politics and not necessarily on the harm/potential addiction of a substance. This is why cannabis is schedule 1 and opioids are schedule 2.
