Paint ceiling and walls - how well to prep?

    I'm looking to paint our walls and ceiling in the hallway. Hasn't been painted in quite a few years and, due to candles being burnt in the hall, has some black marks on the wall and ceiling.

    I'd been told to wash this down, which I have. Walls weren't too bad but the ceiling was an absolute pain. I used a bit of sugar soap and a damp sponge. Had initially tried wiping by hand but resorted to using one of those sponges on a long handle. Got it done but there are still dark marks/streaks. In these spots, a bit of elbow grease does bring it up white but wary of going too far through.

    So, how much do I need to worry about this? Concern I'd have, is painting over it now and the paint not bonding properly or bubbles forming. Nearly impossible to get it all completely off.

    I could use a good primer but ideally I'd save on cost if its possible. If not, then I'll just have to use primer.
