Apprenticeship registration

Hi, my son started an apprenticeship back in May of this year and his employer still hasn't registered him with Solas. He is receiving the apprentice wage even though he's not registered. He got onto his employer numerous times about his registration and each time he's getting told that they haven't heard anything back…

Hi, my son started an apprenticeship back in May of this year and his employer still hasn't registered him with Solas.
He is receiving the apprentice wage even though he's not registered.
He got onto his employer numerous times about his registration and each time he's getting told that they haven't heard anything back about it.
He has contacted solas and they told him they haven't received any forms from.his employer.
My understanding is that he had to be registered 2 weeks after starting but it's been 5 months now.
Is this a normal practice with apprenticeships?
