Hi there, just recently Dublin City Council had a competition for Staff Officer so you've just missed the boat there but if you create an account on publicjobs.ie and set up for alerts you'll get notified of other similar jobs.

With the common recruitment pool, any posts Grade 5 (staff officer) and upwards were 50% internal 50% external but they got rid of that and as far as I remember, it's now 50% (from Grades 4 - 7) for the general local authority sector, 20% for the employing local authority and 30% open to public. I don't know if other public service bodies would come under local authority or public but I'm sure you could check when you're applying
