Vintage Raleigh restoration advice and sources.

Recently I restored a Raleigh Bomber and found the whole experience thoroughly enjoyable and quite satisfying once completed.

Now I'm thinking of buying an old Raleigh 3 speed high nelly that I could restore a little. Where would I purchase new rims and handlebar set with rod break levers as the ones on the bike are corroded badly? Normally I would grind the rust away then polish back up the steel, but judging from the pictures I've been provided with it seems the handlebars were chromed and appears to be flaking off, which leaves my grind then polish method as a none starter.

Any help would be appreciated. Also is there any threads for those seeking help with restoration etc? If not I guess this thread could be used for posting useful links, videos, products and advice.
