Depending on the situation the gardai may contact the owner and ask the owner if they would like to contact you. The gardai need a reason to look up on pulse so they may not agree with your reason. They cannot hand out owners details without good reason. It's similar to ex directory phone numbers, the policy is you give your details and the person who is unlisted may contact you back if they like.

Anyone working in motor tax section of local county council may have access too, along with other approved bodies.

You can get some details online such as if taxed, if it has a valid NCT etc. which can help tracing down old cars.

Its no real breach of trust if they contact the owner with your details and reason you want to be contacted.

legend has it in the UK once that a desk sergeant point blank refused to give the name and address of a motorist involved in an incident to the complainant.

He did however point out that he had written down the name on a notepad, and he had to leave the desk for a minute......

Even Gardai won’t “oblige” anymore in case the car is being watched by other units. Roads Policing are the only ones (most times) that don’t get asked “why did you check & where was it when you checked it” .

    Somehow my post disappeared.

It stated the legal way to obtain the information you required.

Yes it was in the news a while back that there was a loophole allowing dealers to see the ownership details, not sure if it's closed out or not...
