Can non students live in purpose built student accommodation?

A developer has received permission to build an extension for what they stated is for students.

The vast majority of people living there are not students.

This was pointed out to the planning department in an objection and ignored.

    Is this legal?

    Thanks in advance.

Was there a condition in the permission which restricted leasing to students only?

A lot of student accommodation is let for short terms while students are away during the summer.
