Extending planning permission change?

Hi everyone-We applied for planning permission for a house in 2018 and this was fortunately granted. Next year will mark 5 years since the original grant of planning. We have not begun any construction. Is it possible to extend the duration of this planning for another 5 years? I have been told that the regulations changed in September 2021, meaning extensions of duration are not being considered whereby building works have not been completed.

It's correct that rules changed that now you can't extend planning permission unless significant building works have already commenced

The ability to extend planning permission without having commenced works was originally brought in due to the recession iirc, because so many people's circumstances changed meaning they could no longer afford to build, so the ability to extend duration of planning due to economic conditions was allowed. However this has now been removed. Now you can only apply if works have commenced (though they may require evidence that works are on-going and won't be stopped mid-way, or just brought to floor level and then stopped for a few years).
