Why is the first point of the grade iv scale higher in education than in the council or HSE?

Also, which area is better to work in when moving from private to public sector?

Civil service gives more room for movement.

I was in the council as a temp and had a interview for both the council and CS.

I didn't get the council job and looking back am so glad.i eventually moved to the west of Ireland and remained in the Cs.

Thank you so much. I really don't want to end up being boxed into a role with no movement.

Scales are different in different sectors (CS, local govt, health).
