Pump not pumping

My parents place has an underground water tank that supplies the house. Post the recent power outage the pump has not come back on. there is definitely power going to the pump. I went to the attic and there is a float switch there it has 440V 10A written on it. It switches(confirmed with ohm meter) i notice that it has 120V when the switch is engaged.

Is that right do they operate off 120V. Or is it that the problem?

If you toggle the float up and down does it work?
