Storing night time electric for cheaper day heating

Hi, We live in an apartment and don't have any storage heater. We are using a Fan heater (instantly heats when switch on and gets cold immediately). Now, we have dual electricity (day and night) so, we have to use a more expensive daytime electric tariff.

    Therefore my questions are:

    1. Is there any way to store night electricity and run day time fan heater with this storage electric? (like Tesla battery but it tooooo expensive)
    2. I talked with a few shops and old storage heaters are not sold anymore, even ATC heaters are instant too. Any cheap heating solution (like, air to heat pump - but can we install this in an apartment balcony)?

    Thanks in advance

Storage heaters are definitely still sold - the best on the market at the moment is apparently the Dimplex Quantam. Lots of suppliers/fitters in Ireland.
