Electric heating system

I was wondering if these systems exist in Ireland? I visited a friends house in Germany and was surprised by how high tech it was. I was particularly interested in the heating system.

The house didn't have any radiators vents on the floor. They could be turned on but an electronic temperature control in every room which allowed you to input in the degrees. In the winter, it blew out warm air from vents in the floor and in the summer, the reverse.

I tend to find radiators here have a very uncomfortable type of heating that makes me feel like I'm in a furnace.

Sounds like a Mechanical Heat Recovery System..
