Irish but never paid income tax in Ireland.

    As above so it's all new to me, and the jargon another language. I've worked abroad all my adult life. I now get my sole income from property rental in Ireland. Two questions, am I right that the deadline to submit a return is October 31st? Secondly, how do 'allowances' work, for example we have an infant son and I read there's an allowance of €3000 for a family. Does this mean €3000 of my income is tax-free, or up to €3000 is cut from the taxes I need to pay? Is it worth having an agent do the return for the first time at least?
