Room Vents

I've a house that's on an exposed elevated site and gets a fair blast of wind. When it blows, the wind comes in through the vents in the outside walls into the rooms inside and this leaves the rooms rather cold. The current vents are a 4" pipe through the wall with a louvred grill on the outside and a grill with a slider for opening and closing it on the inside. Even when the inner grill is closed, there is still a fair amount of cold air coming in. I tried blocking the vents for a while but this led to mould beginning to appear in the rooms, so I had to abandon that idea.

Are there any vents available that can reduce the blast of wind that comes in?

    Thank you.

As above, vents with a baffle should help.
