This is such a basic question, but I want to make sure I'm not missing something.

This tap has been dripping for a few months. I popped off the little cap, removed the grub screw, and everything I've read says the tap should pop right off, but nope.
I've wiggled the **** out if, given it a few taps with a mallet, nothing.
When I tried to remove the sink tap head likewise, the lever on the cartridge snapped in two; it was nearly welded into the tap with limescale, so is that likely the issue here too?
Am I expecting a cartridge with a plastic lever here, or the splined brass type?
Any ideas?
