Building a fence right beside dividing fence

My neighbours have laid down a concrete base for what looks likes it's going to be a new shed. It's about a foot from the fence on their side. Is this sufficient or should they have laid the base further away?

if its all on their side, then they can build right up to the boundary

They should have gone closer imo. A foot away creates wasted space.

Lucky for them it's a foot so they won't have to come on to your property to maintain the shed or maybe that's the reason they left a foot.
