The world has potential, for sure. Unlike other IPs, this world never felt like there wasn't anything of note beyond a single character's perspective. Even if 2049 ultimately looped back to the events and people of the original film, there was still enough going on to make you feel there was a world beyond Deckard & co. The sequel did a good job hinting and nodding towards these other aspects.
