Cant add pressure to boiler

    hi

    As title suggest, I can't add pressure to the boiler, its currently at 0. Its a closed loop system, with the filling loop attached to the cistern in the airing cupboard upstairs. I turned both levers from in line with the pipe, to a 45degree angle to the pipe. I didn't hear any water flowing at this point, nor did the boiler repressure. I left it like that for about a half hour, but it remains at its low pressure of 0.

    Any ideas for what I can try next, before calling in plumber?

    in our last place, we had to also turn on the tap before the system would start to fill up.
