VAT exemption for non-VAT registered farmer on imported commercial vehicle

Obviously Brexit has thrown everything up in the air regarding vehicle imports over the last year.

What’s the story with bringing in a commercial (i.e a van or jeep), customs will still apply at 10% and the flat rate of VRT for commercials, but I’ve read that a non-registered farmer can provide their herd no and letter from their accountant to customs, as proof that that the vehicle will be used for commercial purposes and it will be classified as VAT exempt, is this still correct?
