Stamp Duty - was it paid?

Is the existence of a Folio for a house evidence that stamp duties are paid? I’m guessing registration/amendment of folio (into new owners name) cannot be completed without payment of stamp duty? new owner in folio/transaction occurred 2014 Thanks
