Yes as far as I know. Definatly in Galway and Clare. Each county has their own county plan that you will need to read. If you are not local or live in the area/parish for 10 years, are involved in the local community you will need to buy a house.

This video explains it fairly well I think.

I’d buy an old house, live in it for a year or two and then add an extension. 45sq metres to the back of the house does not require planning but if you’re living there getting planning for an extension to an existing house should not be a problem. These houses are available but probably not near the city. I’d look at areas like Dunmore for value. It depends if you’re flexible regarding work or if you work outside the city or can get work in a more regional town. The video talks about Clare. I do know that lots of people are buying up old property on the coast there at the moment. It’s well worth looking inland and at rural areas non-commutable to a city if possible. That’s why areas like Leitrim have lots of people from outside living there. Lots of old houses available to buy at reasonable prices. It’s a way around local needs for people who are flexible about where they can live and earn a living.
