Updating Felt Roof

I currently have a flat roofed garage and a strip of flat roof over my porch (all covered with torch-on felt). This work was done prior to me purchasing the house nearly 10 years ago.

There are some signs of dampness on my concrete garage roof and think it might be time to re-finish it. I have been doing some googling and came across rubber roofs. Has anyone here got it done professionally? Is it effective? Is it expensive?

Can I do it myself? (I came across Laydex Liquid Rubber HBS200 which looks like it can be applied with a roller).

Would appreciate any advice or insights anyone might have.
