I'm shocked at this report which says it is indeed 18 months.

What nonsense is going on? 18 months is ridiculous. This country is worse than the poorest countries in the world, because it makes its citizens to wait in queues for months even for most basic needs such as healthcare, driver's license and everything else.

The quality of life in a country is reflected in quick access to basic services, but not by how many parks and lawns it maintains, or how the politicians dress.

My immediate concern is - Am I allowed to drive with Learner permit instead? Commuting by public transport could take 2 hours for me each way. <sigh>

Driving solo on a learner permit isn't allowed, and if you're caught doing so will end in real trouble for you.

Are you on Dublin or another major city? Wait times will be higher there. I personally don't think 18months is realistic. If you need the driving for work you are an essential worker. I agree that it's a joke and th RSA website isn't very helpful either..

I'm in rural Ireland and wait times for essential workers are 1month apparently.

Apply early and you will get a date earlier. You cannot drive alone on a provisional.
