SAFETY FENCING AND FOOTPATH AT FRONT OF TOWN SITE

I am in the process of putting together drawings for tender purposes and want to include Safety and security fence at the front of the site. The building is at the edge of the pavement so scaffolding would need to go on the pavement and hoarding in front of this for safety. We would then need to divert pedestrians from the pavement onto the road which would also need to be made safe from things dropping off the scaffold and from traffic.
The question is; who do I contact for permission to do this. The road is on a bend and sightlines are limited so making the whole construction safe is a design project in itself.

you may not be allowed to do this. you will need to protect the pathway.

thats typically what you need to fill out, but obviously you need to do as per your own Local Authority
