Better Energy Warmer Homes Grant Issues

Has anyone who applied for this grant and had certain upgrades denied during the survey been successful at arguing for them with SEAI?

I had my house surveyed last week for this grant and the surveyor said the only upgrade out of the 4 potentially on offer I could definitely get was the attic insulation one. The reasons for the others being denied:

    1) External insulation - They will only offer external wrap on the ground floor and the upstairs toilet on my end-of-terrace house, not the full house. This is because when I moved into my house, which had no wall insulation at all, I used the last of available money to buy the only insulation I could afford - just enough 75mm insulation backed plasterboard to insulate the internal bedroom walls.

    2) Windows - My windows are double glazed, but in terrible condition (same as I bought them) and are metal framed, so are ice cold in winter and always soaking wet in winter. The grant only looks if the windows are double glazed or not, any other issue with them is classed as a maintenance issue and not covered.

    3) Home heating. I have an oil burner (in shed out the back) and my fireplace has a stove with a back-boiler. Even though either of these systems would be classed as insufficient enough to warrant upgrade, because I have two systems, I apparently don't qualify anymore.

The surveyor was still very helpful explaining everything (and did offer to try to push on the home heating upgrade in his report), but was adamant on the other two issues that there would be no budge. The home insulation is especially frustrating for me, as it seems to me I am being penalised for doing what the grant is supposed to be about. Apparently, if I only put 25mm insulated plasterboard up, I would still qualify.

I am planning to call them this week, but wanted to hear if anyone else went through the same thing and had any success?
