In a timber, or concrete structure, what would be the most inexpensive insulating material and wall covering?
    (Not talking about paint).

I mean something along the lines of: polystyrene sheeting, then some sort of wood or composite paneling over top.

I seem to remember faux wood paneling from years back but i don't see it available in shops any more.

Also, if you wanted to go even cheaper, would rollls of that white foam floor underlay provide a little insulation? I think it's possible to get rolls of it cheap enough.

Cheapest maybe wool , I recall wool was on its arse price wise last year. Maybe that's changed.

Rockwool in a wall will slump unless it's high density (e.g. metac) and that's more expensive.

As for the finish, depends on the look you're after.

I found large roll of floor underlay insulation that's 4mm thick, roll is 75m for 50e.
    Might go for that.

The finish is not important, just needs to be structural enough to take a screw/wall hanging and a lick of paint.

4mm of insulation will do nothing, sorry!

    No suggestions so.

It's a bit difficult with the lack of detail you've provided.

Is the structure built? Presumably not, given you're not sure what it's made of.

What size? What's it going to be used for, and for what fraction of the time? What are you trying to achieve with the insulation? Is it going to to be heated? Windows, and if so what spec?

Genuinely pissing in the wind with that you'd be better of buying a couple of bottles of whiskey for warmth.

    Surely it's at least 40mm?

Even that isn't big enough if you intend to have it as an outside office or similar.
