BPS Entitlements vs Farmed Hectares

Hi, I am helping a relative with their BPS application online. They have inherited some land and are new to the process. I am familiar with the process from our own farm at home.

Can anyone give some reasons as to why each Ha of farmed land does not equate to 1 entitlement?
Let's say they have 25Ha of eligible farmland (not including farmyard) but only 21 entitlements.

The farm is a bit fragmented. Could one field have been purchased without entitlements, or any other possible reasons? The difference between farmed land and entitlements is roughly, but not exactly, the size of 1 particular parcel.

    Thanks for any advice!

Most likely land bought without entitlements, could be land was leased out in reference period (only 2 I can think of )

A little bit more adding and subtracting and taking away roadways etc and I found it is definitely 1 particular field that has no entitlements, even though this field is listed on the appllication forms and maps in the same manner as the others. This field was in the name of a previous generation (deceased with decades) compared to the remainder of the farm but it was all farmed together by the recently deceased person in recent years. Maybe at the time of the reference period it was not properly registered or something like that.

There's hardly anything that can be done now to claim these entitlements? We did find last year's application and the total entitlements were the same then as now.

You could buy or lease entitlements. bought small bit of land without entitlements and didnt bother ( plenty scope if they remove acreage for scrub etc, may also do some building / dig pond / plant trees in future )

Just on that can someone please explain this process as I have about 4 hectares with no entitlements on them.
I know you have to pay more than their face value at the time of purchase.
If leasing them how much would you expect to pay for them.
Or any other advice would be appreciated

The price depends on the value of the entitlement
An entitlement with say €200 value including greening may cost you 55-60% to lease
4*€120 =€480 where you’ll get €800 at the end of the year

Thinking back there was a box on forms back then where you had to declare land parcels as Owned or Leased. If land was in name of older generation farmer might have been wary of including it even though it was part of their farm. Anyway it made no difference to the total value received as the total subs received in reference period was divided by acreage. ( you will have slightly higher value entitlements per hectare alright )

Thanks, this is good to know! I did notice their value per Hectare is a good bit higher than on our own farm at home.
