Fixing up old cow shed

Hi all, looking for some advice from people who might have been in a similar scenario / experience in this area. I have emailed the local council 4 weeks ago and despite many follow up calls / emails have not been able to get any answer...

On the site we bought to build our house there is an old cow shed (approx 8m x 3m) that we decided we would keep. House is built since 2018 and now looking at cleaning up the shed.

It has a galvanized roof on it that is rotten and has a hole in it that has gotten bigger over the winter. Possibly is a hazard if a storm was to come along. And two door openings on one side that don't have any doors in it.

The shed is ~ 5m from the road side and directly across from our site is another house.

Have lived in the area for about 10 years and have never spoken with the house across the road in that time. Curtains are drawn and gate is closed most of the time with them and I am worried that they could complain if we are doing something that needs planning approval.

Question: Do we need to apply for planning if we want to replace the roof on this shed? The galvanise is a rust orange colour. We were proposing to slate the roof in the same finish as the house and put in new gutters and water butts.
