Hob extractor fan / vents - wind and rain issue

Couldn't think of best place to put this so please feel free to move if there is a better forum.

Long story short the extractor fan for our kitchen cooker is located at an area of the house that can be very windy. As a result on a windy night lots of cold air blows in through the vent and down into kitchen making it eventually very cold. At times the rain has blew in too and made the inner wall damp. The vent is one of those standard simple white ones where the covers open and close if air is blown through them

Anyone got any advice on what can be done - Is there any solution on the market that can 'close' or 'seal' this vent when its not used.

There is an elec powered shut mechanism available in Europe, which opens once the fan comes on, saw it maybe 15 years ago so the solution is out there
