Re-using concrete blocks

Hi, I'm just wondering if I can reuse 4'' solid blocks to build some garden walls. The blocks were used for garden walls and have been painted a number of times. I am hoping to build on the flat and then plaster. Do you think this would work or will the mortar not grip the block and I'll end up with alot of cracking? Also can I plaster over painted blockwork?

If you remove all the mortar and paint, yes you can reuse and plaster over. But it would not be worth the trouble and you won't get all the old mortar and paint off.

not worth the effort, not for 4" on flat

Presumably the ends of the blocks will be very rough which should give a good base for the plaster. Surely a good scudding would be enough for the plaster, fix on a mesh is another option.
