Does a public VRT database exist? Or other similar database?

I'm working on a project around predicting the price of a car between here and the uk, inclusive of VRT.

I'm trying to find a database where the parameters for working out a car's OMSP - does anyone know if such a thing exists?

I've looked around all the usual places but can't seem to find a dataset or api. How do the likes of cartell work out a car's VRT through the reg, or similar?
