Incomplete vehicle log book

My partner sold his car in October and gave the log book to the new owner. New owner never sent the log book and over 2 weeks ago the guards phoned in relation to an issue with the car. He explained that the car had been sold and she advised that he apply for a new log book and send that off with the date the vehicle was sold.

The only problem now is that we have an incomplete log book and the motor tax office won't accept this. We have the first name, last name, and town the new owner is from but we need an exact address. We've both tried to contact the new owner many times. The phone number seems to be changed or always out of service and any fb message sent gets ignored.

I contacted the motor tax office and explained this. I was told they can post an affidavit that needs a dealer to check the chassis number. Which is the first problem as we don't have the car. After that a solicitor needs to send it.

Is there any other way around this? The vehicle being in my partners name means that any speed van or parking offences etc will get sent here which will then need to be appealed each time. Luckily nothing like that has happened so far.

The first problem was that your partner should not have given the log book to the new owner unless they were permanently exporting it abroad. Seller should always fill the buyer's details and then seller posts it off. Your partner really should have researched the process first. It's bit of a mute point now anyway so what happened with the car that the guards contacted you? That might explain why the new owner is not contactable now also. If it was something dodgy then they probably intentionally didn't want the car put in their name to trace it back to them and the half contact details you have are probably false anyway. Was it your local motor tax office you contacted or the Department in Shannon?

We know, he's been told that many times in this process and it's a mistake he certainly won't be repeating because of all the hassle it's caused.

So when the guard phoned and he said he no longer owned the car, my partner put the call on loudspeakers. I asked the guard what the call was in relation to and she said if the car wasn't owned by him then it doesn't concern him, so I honestly don't know. He passed on all the details he had and she advised getting a new log book.

It was sold through fb marketplace and the new owners profile is still being used as there's been updates on in from him since after the sale date, there are many photos of him on it and he has over 700 fb friends, so I doubt thats fake. The contact number he gave was in use at that time because that's the number he gave my partner to call him on. That was the contact number used over the space of 2 days to arrange a meeting point. Maybe that wasn't his number or maybe he's changed it since.

My thoughts are that he probably hasn't replied to the messages because he doesn't want the car in his name, because of whatever happened with the guards.

It was the local motor tax office. The office in Shannon is only contactable through email because of covid restrictions and they just tell you to contact the local office anyway in the emails
