Are CO alarms required is you have no gas or solid fuel in the house. Heating is supplied via HP UFH and hob is electric.

No. Only where there are Heat Producing Appliances as stated in TGD Part J.

    Theoretical question:

Homeless person is allocated a one bed flat. Storage heating etc. They bring in a superser gas heater or use a small camping stove in kitchen

They are a massive fire risk.

You cannot control what tenants do but if i was the LL, i would probably just install a CO Alarm for the sake of €20.

But, once its installed, then you must maintain. Now you have to decide where to put it. What if the use the superser in the sitting room, so you put one there, what if they roll it into the bedroom, now you need one there.

Now your looking at 2 or 3 alarms. A Private Landlord may not put them in, but if i was a Local Authority, then id probably cover my backside and put one in the bedroom at sleeping height, one in the main living space and one in the hall/circulation space.
