Rad slow at heating up

    When the heating comes on in the morning, one radiator heats up way slower than the rest in one of the zones. It takes over an hour to fully heat up. It's also in the coldest room in the house.

    It's an upstairs room (first floor) , and the zone is first floor and attic (converted).
    Theres two thermostats in this zone. One in the first floor hallway which heats up quick and one in the attic.

    The attic radiators all heat up fast as do the others in this zone.

    I've tried closing off or partially closing the valves on the radiators in the hall and some of the non essential radiators, but the problem radiator still heats up slowly, but faster. The radiator isn't airlocked and it's a closed system.

    I'm thinking (without great knowledge) a bigger pump or trv valves might be a solution.

    Any advice would be great as my 12 yo is freezing these mornings.
