I'm about to put up some basic shelves in the Utility room. For the brackets, should I have the longer piece connected to the wall and short one screwed into shelf? Or other way around?

    LOL. Long to the wall.

Longer answer, depends. If its light stuff on the shelf then shorter to wall. If its heavier stuff then longer to the wall but obviously the self depth is part of that equation. Then also take into account the wall. If its a good strong brick wall then the shorter arm can go against it and it won't pull off easily if its a plasterboard and your not screwing into wood underneath it then back to long against the wall.
You should fit shelf brackets with the longer arm against the wall and the shorter one under the shelf. Remember, the length of the longer arm will show you how closely you can fit the shelves on top of each other.
