Estate agent ghosting

I recently went to view a property that we're very interested in buying. After viewing the property and chatting with the agent he told us that he'd lots of interest but wasn't taking any offers until we had a pre purchase survey done as he didn't want people going sale agreed then withdrawing there offer. This is understandable and it's something we would be doing anyway. After getting an engineer on board the agent has pretty much ghosted us and the engineer. He hasn't replied to phone calls to his number or the messages we've left at his office nor has he replied to the engineer phone calls to arrange a time to get the survey done. There's isn't an issue with keys or people living the house it isn't lived in and he told us that he doesn't need to be there for the survey. It's seems to us that he doesn't want to sell it or is interested in it for himself or family. Just wondering has anyone encountered this before ??
Just to add the house is being sold by the owner and the bank.

I'd wonder what the last engineer found?

IMO, find out which one is actually selling it.
