Small Claims Court and time limit extensions

Hi, Just wondering if anybody knows if the 15 calender days response time to a small claim can be extended? For example, if a business replies 10 days later than the allowed 15 days is it up to the registrar if they'll allow this? Thanks for any insight people can offer.

The time limits tend not to be strict.
