Bank of Ireland payment declined

My husband has a direct debit to Eir for his mobile phone but he got a text message today to say payment declined and he has enough funds for it with the result he cannot make a phone call. We cannot get through to either bank of ireland or Eir to sort this out and he needs his phone. Its very frustrating.

Does have have any other pending debits (check via his online banking). Best to chase it with the bank first
