North/South Cross Border Initiative/Directive for Health Care

So I have has these horrible symptoms for a year that have put me out of work-with COVID health care has been on hold and waiting lists are huge-I need a test that had its services shut around the country with many of the hospitals not reopening the service-the only hospital in the country offering the test I need has an 8 month wait list-even though I was referred as an 'urgent and private' patient. Like it affects me greatly everyday-I am 25 but I cannot work with this problem. I cannot meet up with people with this problem. It affects me multiple time a day-this has been life every single day for a year. I found a hospital in NI that can see me in 2 weeks, however my insurance wont cover the test in that hospital. The doctor told be there is the North/South Cross Border Initiative and the North/South Cross Border Directive. I am a little confused by the process and the difference; it seems I have to pay upfront for the test then apply-I am afraid of being rejected-the test is 1700 pounds, and I have had multiple biopsies, scopes, etc that have not provided any conclusive information-I am not working atm cause of my illness, I only have insurance via my dad, 2000 euro is a lot of money for something that may just prove to be inconclusive AGAIN-and I am worried if I would be rejected having already paid those fees. Has anyone been through this process before/know what its like?
