Guidelines for prosecution in common-law jurisdictions.

    Given that the CPS in England and Wales - a common-law jurisdiction - has issued guidance to prosecutors in the type of cases referred to on the page linked above, why is the Office of the Director of Public Prosecutions here in the Republic not willing to issue guidelines for prosecutions regarding any type of alleged offence?
