    Hi

    Is there a way to fix or replace roof felt without taking off the tiles.
    I can see in my attic the felt has disintegrated in places the roof is
    over 40 years old. Can something be done from the inside to go between
    the rafters like new felt or insulation.

    no.
    patch a hole yes but tricky

    the felt has to be in the right place and go out over the fascia

    its a bit like trying to get washed without taking your clothes off first
