Normally easy enough to go down to the local paper and look through the public notices section in the archives for the relevant timeframe.

Sadly, as with so many things, COVID has bollixed all this up.

    Anyone know if

*Local libraries hold lists and will still allow people to check them during the pandemic?

    * Local councils will do searches for you (will happy to pay a fee)

All advice (and other suggestions) gratefully received

You can check online on the council website under planning,

You can normally search on the relevant Council's website for planning permissions, and search by name, location, description timeframe etc. The Council may have the majority of the application scanned and uploaded to the site too, but at the very least all applications will be listed on the website so you can get the planning reference number from it and call the Council to arrange going in to view the paper copy of the application at the Council's offices.

Why on earth would you trawl through the newspaper archive?
The councils website will have all the documents including a copy of the newspaper ad.
