    Some generic stb simply refuse to retune missing channels through a single transponder search. I have seen this on many occasions.
    Yet on a blind scan they find everything and force you into an eternity of re sorting channels.

    Some boxes need you to delete the missing channel first as they 'think' it is already there and then ignore the new one.
