Zanussi dryer do I need a new pulley/clamping roller

My condenser dryer stopped working. I can hear the motor try to rotate the drum but it won't go. So I opened it up and I can see it try to rotate, and if I give it a push it'll go and keep going. What I'm seeing is it'll start itself (has reverse action so stops and starts again in the opposite direction) as long as the belt isn't to one side of the wheel. If it is then it doesn't seem to be able to get going without help. But eventually it ends up at the side, seems to slow down and gives up again at the next stop/start moment
    .
    So my questions are
    1. Should this wheel/pulley/roller actually rotate (cos it doesn't)?
    2. Should the belt be ok at the side or should it be in the centre?
    3. Could it possibly just need a little wd40 on the wheel thingy?

I know how to replace the wheel thingy (god bless youtube) but would like to know how do I know it's that that needs replacing.

Also at one point I had it perfectly centred and it was running fine but then started squeaking, getting louder and louder and then was at the side again.

Hopefully enough info there, any help appreciated, thanks.

I'm updating this just in case anyone else ever has a similar problem. My replacement pulley wheel arrived earlier, took 15 minutes to fit and I now have a perfectly working dryer again. The wheel IS supposed to rotate, that's what the problem was. €10 fix.
