Help to Buy Self Build

I am in the process of building a house and we will soon be drawing down the first stage of our mortgage.
I know once we have done this we are entitled to the HTB.

The issue we have is that we wont have paid enough tax if we don't include this year. If we draw down our mortgage in say October. Can we claim the HTB in 2021 and include this years tax?

Or would we have to hold off drawing down the mortgage until 2021?
