Traffic light sequencing in Dublin city

Anyone noticed the green lights now only last up to 5 seconds?
Enough time for 2 to 3 cars to move.
Noticed this all around Pearse street, grand canal street and traffic lights all along the canal southside.
A lot of motorists are deciding to extend the sequencing, by driving on amber and red lights.
Whats this about, maybe the council is trying to push more people out of cars, to use other forms of transport?

Seems to have shifted emphasis to pedestrians as vehicular traffic is way down. Perhaps they want to keep the pedestrians moving and not queueing at traffic lights

That's been the norm in Dublin for decades, nothing new in that

Careful! You’ll trigger the motorists if you point out they are not necessarily the most important road user.
