Covid Rules - whats the law ?

    It was mentioned in a dail committee over the week that some of the Covid rules arent actually enforceable as they are only a recommendation.

    Is there a clear overview somewhere, maybe a blog, going through whats the current situation ? I saw the 1947 act, and some other laws since and then some SIs, but surely theres some sort of collated version so that the public can understand whats being asked of them ?

    Also, separate from what you can definitely get fined for, at the committee it was hinted at that the quarantine/ restriction of movements for people/ arrivals into the country seems to be only a request to follow advice from the HSE or something like that, but I cant make out for the life of me where that direction is made. Was there a ministerial order of some sort or how was that implemented and who made it ?

    There is a SI that mandates the filling of the passenger locator form. The 14 day period is merely advisory after that.
