    I've searched in vain but not had any luck so coming here to ask if anyone knows what legislation might cover the formation and running of these groups

    Thats what I figured.

    I was asking relating to the issues in Easky in Sligo where the situation with the local CC has gone public

    According to their website, it's a limited company....
    Easkey Community Council Ltd is a limited company by guarantee managed by a board of 15 directors, from different backgrounds, farmers, business people, teachers, engineer, clergy, retired people and others.

    It sounds to me like a voluntary town improvement society. Helpfully, they even have a mission statement...
    Our Mission Statement is to provide services for Easkey Community that are not already in place and to provide employment through Tourism and Industry. To provide a better quality of life within our community. To work with the different Statutory Bodies and Government Agencies.

    Providing services directly as opposed to enabling for other parties appears to be the issue here. Generally the budget should be kept small but this gets complicated when the likes of CE/TUS schemes get involved and these are not allowed to be budgeted separately (well that is the case in our local one). So a budget of a few thousand gets inflated by typically €20k and a bit per scheme participant. Throw in cosiness of members and vested interests and the potential for trouble rises.

    Seems to be beyond scope ie. too private enterprisey/pet projecty etc. as opposed to the likes CE/TUS schemes for litter/tidy towns/landscape kinds of activities.

    Ya - I gather some very hardworking individuals involved and great work done over the years. But a significant disconnect from much of the community and that’s an untenable situation in an organisation like that.

    I only became aware of this yesterday myself when it popped up on facebook that they have started threatening legal action against members of the local community which has forced the local community to start raising funds to cover legal costs.

    I have no connection to the issue outside of curiosity
