Certain countries for example Australia and NZ have introduced hotel quarantine supervised be police. What is the legal basis that facilitates the effective imprisonment of law abiding citizens?

New Zealand derives the authority to quarantine those within it's territories via it's Health Act (1956), specifically 70(h). The power to quarantine can be activated by the Minister of Health, the declaration of an emergency or via the issuance of an epidemic notice.

Australia derives the authority to quarantine those within it's territories from it's Constitution, specifically section 51(ix), which allows the Federal Government to create legislation to enforce quarantine.
